Tecnologia e autonomia nas universidades federais: reflexões críticas sobre as novas exigências de acesso ao SIAFI e seus efeitos educacionais

Abstract

This article offers a critical reflection on the new access rules of the Federal Government’s Integrated Financial Management System (SIAFI) and their implications for the daily work of Technical-Administrative in Education (TAE) staff at federal universities in Brazil. The requirement to use personal mobile devices with two-step authentication is analyzed through the theoretical lenses of Byung-Chul Han and Paulo Freire, highlighting potential impacts on worker well-being, autonomy, and institutional conditions. Adopting a qualitative, theoretical, and bibliographic research approach, the study problematizes the relationship between digital control, subjectivity, and the institutional mission of public universities. The findings suggest that such technological mandates, by disregarding the human conditions of public servants, may compromise core academic functions such as teaching, research, and outreach. It concludes that public policies directly affecting educational work must be grounded in ethical principles, institutional care, and justice.
