O papel das políticas públicas na economia circular: uma revisão teórica sob a perspectiva da administração sustentável

Abstract

This article aims to critically analyze the role of public policies in promoting the circular economy, seeking to answer the following question: how have public policies influenced, enabled, or limited the transition to circular economic models in different contexts? Through an integrative and qualitative literature review of scientific studies produced between 2016 and 2024, articles from recognized journals, Brazilian legislation, institutional documents, and practical experiences from Latin American and European Union countries were selected. The adopted methodology consisted of a bibliographic analysis based on conceptual frameworks with thematic categorization, enabling the structuring and systematization of key concepts, approaches, and theoretical models on the circular economy, as well as the identification of public policy typologies supporting the circular economy, organized into three categories: regulatory policies, economic incentive policies, and educational and training policies. The results show that, despite the growing recognition of the circular economy as a sustainable development strategy, challenges remain regarding coordination between public and private sectors, the effectiveness of regulatory frameworks, and the adaptation of policies to local specificities. This study contributes by proposing an original typology of public policies for the circular economy, which can guide policymakers and public managers in creating more effective and adaptable strategies for different socioeconomic realities.
