Como anda o clima organizacional no setor público? Um estudo da produção científica de 2011 a 2024

Abstract

This article aims to analyze and systematize national and international scientific literature on organizational climate in the public sector from 2011 to 2024. An integrative literature review was conducted across nine scientific databases, resulting in the selection of 65 articles according to predefined criteria. The analysis covered bibliometric and methodological aspects, stages of climate management, construct dimensions, and associated organizational outcomes. The results indicate a predominance of theoretical-empirical studies (97.1%), with a quantitative approach (70.8%) and cross-sectional design (95.4%), mostly using structured questionnaires and multivariate statistical techniques. A total of 18 dimensions of organizational climate were consolidated, with emphasis on leadership, organizational justice, and interpersonal relationships. Fourteen key outcomes were identified, particularly performance, productivity, and job satisfaction. The findings also show that most studies focus on the diagnostic phase of organizational climate, with few reporting improvement actions or monitoring strategies. By integrating and critically analyzing the literature, this study contributes to the theoretical advancement of the field by offering a comprehensive and up-to-date overview of organizational climate in the public sector. From a practical perspective, it provides insights for public managers to develop strategies that enhance employee appreciation and institutional performance. The results also highlight methodological gaps and emphasize the need for future research with more diverse approaches and longitudinal designs to assess the effects of organizational climate interventions.
