Abstract

Government transfers constitute an important tool for financing the various functions and responsibilities of federal subunits. This study aims to analyze the trends, patterns, and content of publications on the subject of government transfers, with a focus on their relationship with municipalities. To this end, a systematic literature review is conducted between 2010 and 2023 on the Web of Science platform. The results show a trend of growth in studies on government transfers. Additionally, the content of the publications has prompted various perceptions about the practical effect of government transfers, highlighting analyses on resource distribution criteria, evidence of the flypaper effect phenomenon, and the effect that transfers have on local government fiscal performance and the outcome of public service provision.
