Adoção de ferramentas digitais na gestão de processos em instituições públicas: evidências de um estudo de caso na UFERSA

Abstract

With the growing interest in the efficiency and effectiveness of administrative processes in higher education institutions, process management (GP) has emerged as a tool to optimize operations and improve the quality of services offered. This study aimed to investigate the factors affecting the adoption of digital tools in GP at the Federal Rural University of the Semi-Arid Region (UFERSA). The research, qualitative in nature, employed semi-structured interviews with managers of the institution's Process Office (EP), complemented by content analysis and data triangulation, operationalized through the Atlas.ti software. The findings revealed that the primary obstacle to adopting digital tools was staff overload. This is due to a lack of personnel, leading to an accumulation of responsibilities, which prevents staff from having enough time and dedication to implementing technological tools in the office. On the other hand, the adoption of these technologies could save time and alleviate this issue. Suggestions include hiring interns and partnering with the university's production engineering program to conduct an extension project in which students carry out mappings within specific sectors and areas. The research contributed to understanding the challenges and opportunities associated with adopting digital tools in GP in university contexts, offering practical guidelines for future improvements, and identifying barriers and enablers resulting from implementing process management in public administration.
