Abstract

The accelerated growth of large urban centers in recent decades, intensified by the impacts of globalization, has demanded government investments aimed at smarter and more sustainable urban development. In this context, the concept of Smart Cities (SC) emerges as a protagonist in the search for solutions or alternatives to urban challenges, supported by intelligent planning supported by Information and Communication Technologies (ICTs). The objective of the research is to analyze performance indicators, comparing the Brazilian standard ABNT NBR ISO 37122/2020 with the rankings: Connected Smart Cities (CSC) and European Smart Cities (ESC), in order to improve understanding and delimitation of the concept of SC. The research methodology involves documentary analysis and comparison of indicators, epistemologically based on the results of the literature review. Overall, the standard has limitations, with a restricted focus on the use of technologies, failing to consider important dimensions such as Innovation, Entrepreneurship and social aspects, while the CSC and ESC rankings offer a broader and more specific view of urban needs and sustainability.
